RECOMENDAÇÃO DA COMISSÃO DE 14 DE JULHO DE 2014

Os serviços de jogo online são amplamente oferecidos e utilizados. O jogo online constitui uma atividade de serviços cujas receitas anuais atingiram 10,54 mil milhões de EUR na UE em 2012. A evolução tecnológica, o aumento da disponibilidade de acesso à Internet e a comodidade das tecnologias móveis têm impulsionado a acessibilidade e a proliferação do jogo online. No entanto, podem fazer-se escolhas mal informadas, nos casos em que a informação não é suficientemente clara ou transparente. Além disso, os jogadores online procuram outras oportunidades de jogo, mais concorrenciais, sempre que se defrontam com uma insuficiência de ofertas atraentes.

A INVESTIGAÇÃO EM TORNO DO JOGO

Presentemente parece claro que a área de pesquisa sobre os custos sociais e económicos e os benefícios do jogo é uma área controversa, dado ser recente, estar sobrecarregada de jargões e ser atravessada por várias disciplinas.

De facto, em comparação com áreas de investigação científica mais maduras, o estudo dos fenómenos relacionados com o jogo é relativamente recente. Consequentemente, cientistas e clínicos têm incontáveis oportunidades de desenvolver novas áreas de investigação e abordagens de tratamento.

Em contrapartida, áreas imaturas como os estudos de jogos de azar também proporcionam oportunidades para os quase-cientistas ou mesmo charlatães influenciarem o público, decisores políticos e talvez a eles próprios, no sentido de pensarem qua a sua “evidência” pode suportar um tratamento particular ou política pública.

A agravar os problemas da existência de investigação de qualidade está o facto de esta ser uma área de grande impacto (a indústria dos casinos é importante para muitas economias locais e algumas economias nacionais), pelo que os políticos exigem algum tipo de evidência ou suporte para as suas posições e decisões relativamente ao jogo. Na ausência de investigação de qualidade, os “quase-cientistas e charlatães”, mencionados por Shaffer et al. (2001), são vistos como proeminentes especialistas.

A investigação em torno do jogo é, ainda, uma área apetecível para “empreendedores políticos” cujo primeiro propósito é influenciar a política e quem oferece “diagnósticos inequívocos mesmo quando a evidência é incerta”. Ou seja, um número de organizações usa a investigação do jogo nos seus esforços de pressão tanto a favor como contra a expansão do jogo. A investigação publicada, referida por grupos de pressão, não é necessariamente tendenciosa. Contudo, as organizações que pretendem a expansão do jogo citam a investigação que suporta o seu ponto de vista, assim como os seu opositores citam estudos que refletem a sua perspetiva, ambos “ignorando” intencionalmente a existência de possíveis contraditórios.seta laranja
